Holdout Nine

Holdout Nine is too small to look important from the lanes. That is why it is still there.
It sits under a collapsed exchange tower at the western mouth of The-Hollow-Lanes, half bunker, half switchboard, with every aerial cut short and every active transmitter locked behind three doors. Before Zero-Day it moved civilian traffic and maintenance crews through the exchange district. After the fall, the Scourge took the towers and made anything that broadcast too loudly into bait. The Wardens kept the basement and stopped speaking unless a runner was already moving.
Nine’s job is counting. The signals crews chart every dead-air pocket, every pylon bloom, every stretch where the Choir hears through the road before a human can see the swarm. They do it passively, with Tuning Forks, buried taps, and courier reports scratched onto steel slates still warm from the run. A signal sent from Nine is a last resort. A signal received at Nine is a life pulled out of the Lanes before the Choir learns the route.
The redline number came from here: about ninety seconds from first contact inside a repeater-pylon’s radius to both ends of the road being walled. The Wardens logged it as a response window. The couriers turned it into a dare. Nobody writes the number over the gate, because the gate is for people who already know what it costs to be slow.
The Pyre do not like Holdout Nine. It listens too much and burns too little. The Wardens do not like that the Pyre are right about one thing: sooner or later every chart Nine keeps becomes a route somebody has to run with fire on their back. So the two factions share the basement when the breach sirens come. The Wardens count. The Pyre load tanks. When the door opens, the Pact is not a speech. It is a runner crossing the line before the Choir closes its hand.
Role in the war
A holdout in the Cosmology sense: not a capital like Ashgate and not a wall like The-Spire, but a survivable node at the edge of a lane network. Holdout Nine keeps the western end of The-Hollow-Lanes from becoming silent territory by measuring the Scourge’s repeater coverage without feeding it active comms. Its value is the CANON §6 win condition in reverse: know exactly where the Choir’s radius begins, then send humans through the gaps faster than the signal can coordinate.
